MINUTES OF THE DIAL POST RESIDENTS ASSOCIATION, INCORPORATING THE DIAL POST VILLAGE HALL GROUP, MEETING HELD ON 19TH AUGUST 2002 AT DIAL POST VILLAGE HALL

1. Apologies
Received from Joe.
2. Previous Minutes
Simon Battison requested a copy of minutes for himself as well as one for the notice board. Minutes read out. Chris Neal replied to Simon Battisons statement re: Dial Post report; had stated his own views as well as DPRA report. Chris Neal also stated he attends the Parish Council meetings as an individual
Minutes taken as read and signed accordingly.
3. Committee Places
Letter of resignation received from Susan Battison; Darren to do reply with DPRA thanks.
Now have 3 committee places available. Mr Clayton proposed by Chris Neal and seconded by Sharon Sloane. Still have 2 places that need filling.
VILLAGE HALL BUSINESS
4. Correspondence Sent
Mr Milligan, re notice board for Dial Post Village Hall.  Acceptance of quote and request for commencement of work at a cost of £180.00.
5. Correspondence Received
Old barn Nurseries, re hiring of chairs. Request to borrow 40 chairs, and subsequent letter of thanks; £500 was raised for St. Catherines Hospice.

Top being made.
7. Floor Coverings
Quotes received for supplying and fitting new flooring to both toilets and kitchen.Simon questioned the validity of having flooring re-done, when further work is required on the roof; and felt the roof was more important and also that the floor in the kitchen was not in need of repair. Darren is to research the subject of asbestos removal with Horsham District council. Will depend on type of asbestos present. Chris proposed that whilst we were finding out about the roof, the flooring work should be undertaken. Seconded by Sharon. Roof quotes to be undertaken by Darren and Chris.
8. Storage Shed
Quote to provide a storage shed with double front doors: L. Laker Ltd  10x8 - £772.00  Delivery & Erection £80. Blakers Timber buildings - £805  Delivery & erection £80. Are building regulations required? Not if under 3 metres tall. Do we need a shed as well? To put all furniture currently in bar in, and get rid of old metal shed. Simon Battison suggested that we should see how much money the roof will cost before doing the shed. Darren pointed out that the wooden furniture, which has raised more money in its hiring than the hall is currently getting rained on in the old metal shed, and being ruined. Sharon proposed an advertisement in Parish magazine re: hiring out of tables and chairs to recoup money to pay for shed. Next Parish newsletter out in 3 months time, Sharon to look into.
9. Drains & 10. Removal of old shed and concrete base for new one.
Quotes for digging ditches/soak aways + shingle around sides of village hall:
Mr Milligan (Burgess Hill) - £560 (remove old shed & lay concrete base - £620) Mr Ward - £649.90 (remove old shed & lay concrete base - £695)
Proposer for digging etc. of ditches Chris, seconded by Mandy. Darren suggested go with drains and hold off on shed until a fixed price is obtained for the roof works. The committee agreed.
11. Booking Form
No comments. Darren proposed use of new form from now, seconded by Pauline. Sharon to ring West Sussex County Times and West Sussex Gazette with possibility of free advertisements.
12. Furniture requirements
On-going requirements for furniture in hall. Joe Grout stated that Mr Milligan from Swallows Lane had said he would not be able to make cheaper than could be bought. Need to decide what cupboards will be used for and what will go in them. If the groups using the hall could discuss their requirements and let the committee know.
13. Any Other Business
Brenda stated she was not impressed with the hall cleaner, she felt that the toilets and floor had not been attended to properly. Darren will talk to the cleaner. Simon requested that the accounts be moved to Village Hall business out of the DPRA business, as they were nothing to do with the Residents Association. Darren stated that the Residents Association incorporated the Village Hall Group, and that the accounts were run by the same committee, and as such would stay where they were.
RESIDENTS ASSOCIATION BUSINESS
1. A24
Letter sent to Mr Steers re meeting of 24th June 2002. Copy of letter to other parties: West Grinstead Parish council, Ray turner, Horsham District Council
Mr Etherington, West Sussex County Council,Mrs Howard, District councilor (no confirmation or reply received), Mr Barnard, County councilor Note to minutes: invited to a meeting to see what the Residents Association do.
Howard Flight, Member of Parliament reply received dated 9th August, will be arranging a meeting with DPRA in the near future as unable to attend this meeting. Has also requested a meeting with WSP and HDC. Letter to Mr Mead thanking him for attending the meeting and providing us with information with regards to noise.
2. General Correspondence Sent
Jeff and Val of Honeybridge Caravan Park, re: thank you for jubilee celebrations.
Debi Lintott-Robson, re: A24.
3. General Correspondence Received
West Grinstead Parish Council
a) Dial Post Village Post not agreed for expenditure; proposed location, design and cost required so that it can be presented to next open spaces committee meeting. Chris Neal had revised drawings but supplier lost interest. Requires a firm statement from Parish Council about procedure, i.e. planning, finance, etc. Simon stated that he had not received any formal correspondence, so a formal letter is to be submitted. Quote to minutes from Mr Battison: Would require dimensional drawings of design, plan of location showing exactly where it is proposed to be placed. To be submitted to the clerk of the Parish Council.
12ft square post, on corner of Swallows Lane and Worthing Road. Dial Post sunk in letters down one side, read top to bottom, edges to be chamfered.
b) Play area bench bench ordered from Parish Council funds but plaque to be paid for from Village Hall funds. Brenda to think about wording.
c) Play area gate Horsham Fencing requested to repair. Main upright of gate is cracked; mesh only fixed to top wire at 3 intervals.
d) DPRA Finances requested this be referred to as Dial Post Village Hall Finances, which it is. Mrs Vincent, accounts are correct. Building society account not reconciled, BACS statements requested.
e) A24 A discussion was held between the committee members and Mr Battison on how the ward of Dial Post is being represented at Parish Council meetings. Elected to represent the views of their selected areas. The discussion also included how the DPRA feels it is being treated by the Parish Council.
Mr Chris Neal requested a note to minutes Please could the Parish council look into the excavations at Old Barn Nurseries, as planning permission has been turned down. Tex Pemberton, Cabinet Member for Strategic Environmental Services, reply; County Council making bid to Government in July. Copy of letter sent to WSP from West Grinstead Parish Council.

4. Any Other Business
Sharon asked if Bentons Lane could have street lighting, residents definitely do not want lighting, private road they would have to pay for it. Path leading to The Green from Bentons Lane, very over grown. Discussions currently in progress between Bloors and Horsham District Council. The company responsible for cutting the grass on the green are dumping the cuttings outside Mrs Sloane and Mrs Vincents fences. Parish Council has suggested that the grass cuttings are disposed of in the Dial Post Village Hall compost heap. This was generally agreed, but a request has not been formally received. The Parish council contractors have stated to Parish Council they are unable to access the village hall site as the gate is locked. Darren Rolfe stated that the gate is never locked. However he would want to show the contractors exactly where to put the cuttings, once the committee has agreed to this, Mrs Sloane felt that as they are breaking their contract they should move the pile they have made free of charge. Letter to WGPC. Simon said it would be done before next time. Mandy asked if it would be possible to have paper and plastic bottle recycling containers next to the glass ones already present. Letter to go to David Feltham to ask about this.
